HELP? I cant figure out how to re-size this video?

Well I have a video and when i recorded it i turned the camera sideways so i can record from a portrait angle. so when i put it in the computer it came out sideways. i was able to fix that with avc(any video converter) but when i play the video it cuts out my head cause the frame that shows the video isnt tall enough to show the whole vid. Does anyone know how to fix that?
