If you are asking if you can still use the disconnected land line phone to call 911, then the answer is - maybe. If you want to know for certain, then you need to call your local phone company to find out.It depends on the policies and the available facilities of the phone company - there may be some state PUC rules that cover this as well. For some phone companies, when a phone is disconnected, everything remains in place - the resources are left allocated to that phone line - and that telephone's connection in the local switch is set to permit calls to 911, but nowhere else (and, maybe, to the phone company's customer service center).Other companies physically allocate the resources of a disconnected line to another phone line (especially if the company is experiencing major growth, there may not be enough facilities to leave things in place). In that case, you will not be able to call 911 - or any number.I know of a few phone companies who set up disconnected lines so that if you plugged in a phone and picked up the handset, you were automatically connected to the phone company's customer service center - presumably so you could order phone service.

Among my friends the only ones that have an actual land line are those that get a big enough discount on their cable and Internet that it is still cheaper to pay the land line. And among them I only think one has an actual phone plugged into the line.
